Over and we keep the bathroom door closed. We have three little dogs and boy do they love toilet paper. lol
LOL I didn't understand this question until half way through the comments!!! I don't mind under or over so long as it's nice and soft!!!
I have a 4 year old and two cats 11 month old cats. It doesn't matter how it's hung, as long as it's still there when I need it!
